The plan proposes to protect the two axes and lead the overall space order. Promote the protection of the central axis heritage, create a good heritage environment, and give full play to the central role of the central axis as the urban skeleton. The central axis is mainly based on cultural functions, showing the essence of traditional culture, and reflecting the charm of modern civilization. Chang'an Street is mainly based on the functions of national administration, culture, and international communication, reflecting the solemn, calm, heavy, and atmospheric image temperament.
The plan proposes to protect the pattern and strengthen the integrity of the old city space. Relying on the protection of the city site, the chessboard road network, the historical water system, and the nine temples and eight temples, the plan continues the historical pattern of the ancient capital. Combining the protection of the site's remains, the restoration of the historical water system, and the construction of green spaces, the four-folded outlines of the Forbidden City, Imperial City, Inner City and Outer City can be clearly identified to strengthen the pattern of the old city's historical sites. Through the tree-lined transformation of four horizontal and two vertical urban arterial roads, the checkerboard road grid of the old city will be strengthened. The plan calls for the implementation of the protection concept of "the old city can no longer be dismantled" to keep the historical mark to the maximum.
